Internet-Banking operation, other important activities will get halted for insensible decision of DPDC and DESCO
Dear
journalist friends,
We
express our heartfelt thanks and gratitude for attending the ISPAB's press
conference here today.
Dhaka
Power Distribution Company Ltd (DPDC) and
Dhaka Electric Supply Company (DESCO) have recently issued notices
through newspapers asking the Internet Service Providers (ISPs) to remove
hanging wires from the electric poles at Motijheel-Dilkusha areas as well as
main thoroughfares and connecting roads in Dhaka city by August 21 next.
We
have organised this press conference in protest against the DPDC and DESCO's
undesirable decision which may seriously disrupt internet-operated banking and
other activities. We hope that you will explain the matter to the country and
the nation through your respective news medium.
Dear
journalist friends,
You
are well aware of the fact that the Government has given Nationwide
Telecommunications Transmission Licenses (NTTN) to 2 (two) organizations only. But they are not fully
prepared to provide us technical solutions. So, the ISPs have developed their
networks in their own ways. They have installed hundreds of kilometers of
cables on the poles, investing Hundreds of Crores of taka.
Last
mile overhead cables are essential due to the existing LDP points of NTTN
operators. In order to avoid the problem of overhead cables, the number of LDP
points need to be increased, which is the responsibility of NTTN operators.
Unfortunately,
it has been noticed that the Ministry of Power and the DPDC always try to put
the responsibility on the shoulders of ISP operators instead of NTTN operators.
We,
the ISPs, intend to enter the underground networks for ensuring the aesthetic
beauty of the city and security of internet connectivity. In this regard, a
technical committee has been formed with a deputy secretary of the Ministry of
Power, Energy and Mineral Resources as head. Other members of the committee are
DESCO, DPDC, BTRC, Summit Communication Ltd, Fibre@Home Ltd, BTCL, CCOAB and
ISPAB. The committee has been working for removal of overhead cables over the
last two years after monitoring and analysing the technical problems. The
overhead cables on important roads in the Dhaka city have already been removed
and shifted to the underground network system.
Dear
journalist friends,
You
know that Motijheel and Dilkusha areas are the major commercial hubs of
Bangladesh. All the commercial activities of the country are operated and
controlled from here. Bangladesh Bank, head offices of different state-owned
and private commercial banks, insurance companies, garment industries and other
major companies are situated here. Besides, all overseas commercial operations
are conducted from here.
But,
we could not understand how the DESCO and DPDC published notices through
newspapers for removal of overhead cables at the sensitive commercial areas
like Motijheel and Dilkusha without prior consultation with the committee
formed the Ministry of Power. We have been removing overhead cables from all
important roads through prior consultation with the technical committee. Two
existing NTTNs have so far failed to provide us technical solution for
Motijheel area. As a result, we were compelled to install overhead cables after
cutting off some cables once here.
The
country's economy will suffer very adverse impact if internet connection
remains severed, even for one minute, in this age of information technology.
Now
we are showing you a video documentary made on the causes of overhead cables
and their effects, as well as the limitations of NTTNs and ISPAB.
In
Motijheel area, Summit Communication Ltd has eight and Fibre@Home Ltd has eight
LDP, from where connection is provided to each building. Overhead cables are essential
for the buildings where LDP does not exist. So, overhead cables will continue
to exist unless the number of LDP is increased. Existence of the overhead
cables is the responsibility of NTTN operators. So, the Ministry of Power and
BTRC are requested to hold NTTN operators responsible for overhead cables.
You
are well aware that the Bangladesh Government has been taking various steps
over the past six years to build 'Digital Bangladesh.' Apart from the
Government, the Internet Service Providers Association of Bangladesh (ISPAB)
has been working relentlessly to advance the information technology sector. We
have been providing connections to the doorsteps of common people across the
country through the NTTNs. We have even reached the underground in the areas
where the NTTNs are capable of providing underground services.
But,
we, the ISPs have no alternative to use overhead cables in areas where the
NTTNs could not create any underground infrstructure. Only one NTTN has
developed underground networks in some areas. We are not receiving desirable
services depending only one NTTN.
Dear
journalist friends,
It
is absolutely impossible to remove overhead cables from the areas mentioned in
the notice by August 21. In spite of it, the DPDC and DESCO want to go ahead
with their overhead cable removal drive by that date, they will have to bear
all the consequences if any major disaster take place in internet services.
Besides, the ISPAB members will have no alternative but to take tougher steps.
We
also intend to inform all the corporate houses, banks and other major
commercial organisations that their important information, data, banking and
other local and overseas communications may face serious threat due to the
insensible cutting of overhead cables. In order to avert such a disastrous
situation, we seek all-out cooperation from all of you.
Dear
journalist friends,
The
sectors which will face adverse impact due to the removal of overhead cables
are as follows:
1.
Banks, 2. Capital Market, 3. Garment Industries, 4. Educational Institutions,
5.Government and Non-Government organizations, 6.Software Industries, 7.E-mail,
social Networking and e-ticketing.
In
order to avoid such an undesirable situation, we want to make following
proposals:
1.
NTTN operators must ensure 'last-mile underground connections.'
2.
From the beginning the NTTN Rate was 2 tk/metre. Instead the price of internet
decreasing in several times, the NTTN Price is unchanged. This high prices of
NTTNs must be reduced
3.
DESCO and DPDC will have to bear all the consequences if the overhead cables
are severed without installing the 'last-mile underground connectivity.'
It
may be mentioned here that internet and data connectivity will remain suspended
in the areas where the overhead cables will be cut, and the DPDC and DESCO will
have to bear its responsibility
4.
DPDC, DESCO and the City Corporations and other 2-3 Private Companies should be
given opportunity to have the NTTN license. Otherwise the benefit of NTTN
cannot be available for all of the ISP Operators.
5.
The NTTN Operators have no permission to provide last mile connection but they
are doing so. We would like to draw kind attention of BTRC to the fact.
